velocity directions

Hi,

I would appreciate clarification on the directions of U-VELOCITY V-VELOCITY in the output files. Are they positive north and east, respectively, or positive in x (downward) and y (rightward) of the page?

U is +ve x and V is +ve y

How the +ve x and +ve y are defined? Are they geographic positive north and positive east, respectively?
